The non-profit writes on Facebook that they threw him as if he was a sack of trash.
Thankfully the dog survived. Although he is scared and confused, the animal shelter says that he's doing fine. He doesn't have a microchip so it hasn't been easy find the people who left him.
The shelter says they reported the incident to authorities and are waiting for the men to be identified.
The surveillance video on Facebook has been viewed more than three million times and they are urging others to share the video in an effort to find the former owners.
