The girl's father, 57-year-old Donald Meyer, allegedly pointed a loaded rifle at the constable's chest when he came to the home.
Steele fired but the bullet tore through Meyer's arm and struck his daughter, who was standing behind her dad, in the chest, WHTM reported.
Donald Meyer was flown to hospital for treatment. He has been charged with aggravated assault, simple assault, terroristic threats, and reckless endangerment. He was arraigned via video link on Tuesday afternoon and is expected to be released from hospital on Wednesday.
He will be held in Perry County Prison without bail. A preliminary hearing is set for Friday.
Dauphin County Constable Bill Stoeffler says Meyer is distraught over the girl's death, which was "absolutely not intentional."
An autopsy will be carried out on Wednesday. A GoFundMe account has been set up to cover her funeral costs and to fund a local scholarship against domestic violence and mental illness.
