Police have been called to the house four times since June over reports of unsupervised children, authorities said.
A young child was found stuck in bungee cords used to secure the gates to her family’s front yard, authorities said.
Neighbor Matt Knight told KHQ-TV he heard screaming from across the street and discovered the girl tangled in the cords. He took a photograph of the child and called Spokane Police, he said.

“Just because of the previous things that had happened there,” he decided to capture incident with his camera, he said. He untangled the child and called out to the home's occupants, he said. The child's mother came outside and took the girl indoors.
Spokane Police Department spokesperson Officer Teresa Fuller told InsideEdition.com that officers have responded to four calls about the family, including Knight’s, since June. All concerned unsupervised children, she said.
Regarding Knight’s report, made last Wednesday, Fuller said “There isn’t any evidence that she was purposely placed there. She could have pulled the gate towards her and got entangled.”
The officer responding to that call wrote a report and forwarded it to Children’s Protective Services, Fuller said. Neither police nor social service workers may comment on the details of that report because it involves a juvenile.
The previous visits were not deemed serious enough to require notifying children's services, she said.
“No one was hurt,” Fuller said. In all of the incidents, the mother said she had momentarily lost track of her kids. Fuller said there is more than one child living in the home, but she didn’t know how many or their ages.
The stuck child’s photo has gone viral since being posted on the internet.
