California Cops Criticized Over Response to Boy on Balcony Ledge

A little boy is perched on a ledge and onlookers just can't believe it! The child, wearing only underwear, is seen keeping his balance by hanging onto the window handle. It took 30 minutes for the cops to show up. Police in Vallejo, California, admit the emergency call had not been properly prioritized. By the time they arrived, the boy had gone back inside the apartment.
