Congestion pricing has started in New York City. Now, some motorists are devising clever ways to avoid the toll cameras planted strategically around the city. Some commuters are taking extraordinary steps to avoid paying the $9 toll. At one New York City parking garage, the sign says, "wrong way." However, drivers who ignore the sign can come out the other end and bypass the toll cameras. Inside Edition's Alison Hall has more.
