13 Children Discovered Shackled to Beds at Home: Cops

Two parents are under arrest after authorities in California say they found 12 of their children being held captive inside their home. Some of them were shackled to beds. Police were alerted to the situation because a 13th child escaped and called 911 from a cell phone she found in the home.
