Jacqueline Caicedo, a code compliance officer, responded to a complaint of a resident's lawn being severely overgrown. But instead of issuing a citation, the Miami Beach city employee lent a helping hand. The homeowner apparently hadn't cut his grass in four years and a community member called it an "eye sore."
