A reporter’s marriage proposal started off at a crime scene that she was told was a domestic violence situation. Valerie Bell is a reporter at ABC 33/40 in Birmingham, Alabama. She was sent to investigate the situation with her photographer. Little did she know, law enforcement and first responders were in on the surprise.
